We are a coalition of organizations and allies committed to work for equality for all adult adoptees in the District of Columbia, Maryland, and Virginia. We work to change the vital records laws in each of these jurisdictions so that an adult adoptee may request and obtain his or her own original birth certificate, without discriminatory conditions.

The Capitol Coalition for Adoptee Rights is adoptee-led and adoptee-driven. Its core partners commit in writing to a bottom line of equality for all adult adopted people who were born or adopted in DC, Maryland, or Virginia. CCAR is also powered by data, logistics, and support from Adoptees United Inc., a national nonprofit organization. Current core partners of CCAR are:
